  • MoU Signed between Armenia and Kazakhstan on Civil Service Cooperation
    Service Council of the Republic of Armenia headed by Manvel Badalyan Chairman of the Council had a working visit to Astana Within this framework Manvel Badalyan and Alikhan Baimenov the Head of the Agency for Civil Service Affairs of the Republic of Kazakhstan signed the Memorandum of Understanding between the Civil Service Council of the Republic of Armenia and the Agency for Civil Service Affairs of the Republic of Kazakhstan May 21 The purpose of the MoU is to strengthen the cooperation in the field of civil service between the two parties through expert consultations exchange of knowledge and experience implementation of trainings and internships etc for civil servants of the two respective countries The Chairman of the RA CSC visited Kazakhstan to participate in the global conference on Civil Service Personnel Management Current Issues and Prospects In the course of the conference Mr Badalyan made a speech on civil servants assessment model in Armenia covering the issue of its main development trends and key problematic areas with regard to work planning quality improvement and human resource management The RA CSC Chairman also took part in the Regional Hub Steering Committee meeting which aimed to discuss the possibilities and perspectives of international cooperation with the leaders of respective organizations The Republic of Armenia represented by the RA CSC is a member country of the Regional Hub of Civil Service in Astana Among the main goals and objectives are the analysis of current civil service reform in the countries of the region strengthening of cooperation and enhancing the capacity of professional and expert networks creating opportunities and an institutional platform for continuous exchange of best practices assistance in the improvement of civil service systems and the quality of public services provided to the population of the region In addition within the

    bodies and for state servants of RA Prosecutor General s Office Staff In addition the competition procedure for junior Civil Service positions was modernized and a new testing system developed The trainings were targeted at developing anti corruption skills and abilities of both civil and state servants at implementing respective structural legislative and procedural changes at improving the quality of services for citizens Among the invitees to the event were Chairman of RA Civil Service Council Manvel Badalyan Assistant to RA Prosecutor General s Office Tamara Shakaryan Deputy Head of the OSCE Office in Yerevan William Hanlon and President of the Union of Armenian Civil Servants Vache Kalashyan The latter introduced in details the peculiarities of the project its role and objectives Mr Badalyan stressed the importance of sustainable collaboration between the Council and the civil society in terms of ensuring participation and public supervision over the area He also expressed his willingness and readiness to deepen the cooperation When evaluating the jointly implemented training programs by OSCE Union of Armenian Civil Servants and YSU the Chairman of the Council noted that these programs are aimed at eliminating the main causes of public discontent arising from the low quality of state services Mr Badalyan also commented on the implementation of the new competition system with regard to vacant junior positions specifying that the idea behind is to ensure that we recruit well educated clever and intelligent young candidates with adequate knowledge on the rules of ethics The reforms will result in having a more professional and developed system within a few years During the meeting the Head of Science and Education Department Gegham Sargsyan introduced the results of implementation of the new testing system in the competition procedure of civil service junior positions Comparing the two testing stages based on
