  • Scope of Civil Service Reform Strategy Defined
    targeted at discussing the structure and content related issues of the civil service reform strategy of Armenia In the course of a three day detailed discussions the key reform directions and priorities were defined The goal of the strategy is a shift from the current system to a merit and career based civil service system incorporating both the strengths of the existing one and the best field related EU practices standards and principles The strategy is being developed within the framework of the European Union Budget Support to Armenia program The reforms are planned to be implemented in three main directions First strengthening the civil service values principles and sustainability with the chief focus on enhanced efficiency of public administration and improved quality of services provided to citizens Second modernizing the key HRM mechanisms with regard to recruitment and selection trainings performance appraisal mobility ethics rules and integrity job classification and other related areas Third improving the civil service management Wrapping up the discussions and stressing Armenia s commitment to bring the civil service system in line with European standards the RA CSC Chairman Manvel Badalyan noted that the reforms envisaged by the strategy can become a jumping off point

    Agency of Ukraine on Civil Service Kostiantyn Vashchenko the RA CSC Chairman Manvel Badalyan has been invited to participate in the Ninth Annual Regional Conference on Institution Building November 12 13 Kyiv Ukraine The main objective of the Conference was to discuss the latest tendencies institutional reform and civil service modernization in the Eastern Partnership countries and EU Member States as well as to share experiences in institutional building instruments Twinning TAIEX and SIGMA Programme implementation Participants included the representatives of the European Commission and the SIGMA Programme coordinators of Twinning TAIEX instruments and CIB Programme in the EaP countries government authorities high level officials and experts In the course of the two day meeting the participants were introduced to the implementation results of Twinning TAIEX instruments and SIGMA Programme shared opinions on key issues in the area Current tendencies of the public administration and civil service reforms in the EU countries initiating Eastern Partnership were presented as well as the experience thereof in ensuring public involvement in reform processes The RA CSC Chairman Manvel Badalyan introduced the envisaged civil service reforms in Armenia and within this framework the objectives related to collaborative efforts with the EU and SIGMA Programme

  • Workshop Targeted at Capacity Building of EU EaP Countries Held in Yerevan
    Prior to the workshop one fact finding PADOS mission had been arranged to Armenia to identify the needs according to which the bilateral workshop had been planned The workshop was the result of joint efforts by HAUS Finnish Institute of Public Management Ltd as PADOS executing institution and the RA Civil Service Council and was funded by the Ministry for Foreign Affairs of Finland The workshop participants included the RA Civil Service Council Chairman Manvel Badalyan RA CSC Deputy Chairman Samvel Vasilyan representatives of the RA Government civil service state entities EU Delegation to Armenia NGOs as well as local and international experts In his opening speech the RA CSC Chairman Manvel Badalyan mentioned that currently the scope of Civil Service Reform Strategy for Armenia is being developed based on European public administration principles and standards In the frame of Eastern Partnership one of key areas and targets for Armenia EU cooperation has always been the implementation of institutional reforms in public administration and more specifically in the field of civil service Thus far we have established a perfect cooperation platform with the EU and SIGMA project and we are glad that within the framework of negotiation to be launched between EU Armenia we will enter a qualitatively new phase of collaboration said Mr Badalyan while at the same time extending his gratitude to PADOS initiators for efficient collaboration The Ambassador of Finland to Armenia residence in Finland H E Christer G Michelsson also addressed the participants with welcoming remarks He noted that despite the good diplomatic relations established between Finland and Armenia there are only a few jointly implemented projects and PADOS is one of the success stories We are very glad that Finland s experience in the field of public service open governance and eGovernment services can be

    OECD and the EU expert group th e RA Civil Service Council Chairman Manvel Badalyan and Deputy Chairman Samvel Vasilyan took place on 23 24 September The meeting was targeted at discussing the scope of civil service reforms to be implemented within the framework of the EU Budget Support to Armenia the structure and the contents of the strategy to develop the civil service as well the scope of future cooperation perspectives and possibilities between the SIGMA and the RA Civil Service Council In the course of the two day intensively held discussions the main reform areas and priorities had been set and specified These cover key issues like civil service recruitment and selection improvement mechanisms for civil servant mobility and career growth new classification of administrative and professional positions implementation of new functional institutions for civil servant performance appraisal and ethical behavior These and some other key issues are going to be the core components of the new strategy aimed at developing the system At the start of the discussions the RA CSC Chairman Manvel Badalyan noted that Armenia s commitments to bring the system in line with European standards and to develop the reforms accordingly remain unaltered He

  • Heads of HRM Units Underwent Training
    July 20 25 The training was targeted at developing anti corruption perception raising awareness of corruption and corruption risks enhancing the quality of the citizen employee interpersonal skills in the frame of the functions performed by HRM units and improving practical competences therewith Among other key issues discussed were those pertaining to the practical implementation of the norms of ethics within staffs as well as to the full fledged establishment of the institution of ethics commissions of public servants This training program has been implemented for already a few years on a joint initiative of the RA Civil Service Council and the Union of Armenian Government Employees UAGE NGO with the support of the OSCE Office in Yerevan On July 26 a joint working discussion was held over the implementation of the new model for appraising civil service positions Apart from heads of HRM units there were other participants represented by the RA CSC Deputy Chairman Samvel Vasilyan Heads of Science and Education Department and of Personnel Roster and Registry Maintenance Department of the RA CSC Staff UAGE professionals experts and OSCE representatives The RA CSC Deputy Chairman Samvel Vasilyan explained the rationale behind the need for the new job evaluation model and introduced the objectives pursued This system makes it possible to reduce subjective factors in issues related to job positions in determining position requirements and criteria linking these directly to the targets general functions and issues to be resolved by respective entities Not only does it pursue a significant anti corruption purpose but it is also the cornerstone of enhancing the civil service efficiency inasmuch as the recruitment as well as the promotion training and performance appraisal procedures will depend on it as noted Mr Vasilyan while at the same time answering the questions raised by participants Heads
