  • New Civil Service Job Evaluation System Underway
    файловые менеджеры Joomla The RA Civil Service Council Chairman Manvel Badalyan received the World Bank Public Sector Modernization Project PSMP III Task Team Leader Migara De Silva July 27 Among the issues discussed were those related to the implementation process and to the outcome of activities under the civil service component envisaged by PSMP II as well as the possibilities for new joint activities The RA CSC Chairman noted that work on civil service job evaluation as well as on developing new systems of distance learning and creating program platforms for civil servants is being accomplished Within the project framework the CSC also stressed the importance of the World Bank technical support in shifting to electronic computer based system in the testing stage of competitions for civil service vacant positions Mr De Silva expressed his content with the reform process in the field of civil service providing sufficient background for the implementation of new joint initiatives and sustainable cooperation in the frame of the Public Sector Modernization Project Other key targets include the full fledged implementation and establishment of ethics commission in civil service bodies as well as the enforcement of the conflict of interests and the assets declaration NewsFeed

  • Civil Service System Undergoes European Assessment
    eGovernment Services project delegates represented by Reijo Lindh Training Manager at HAUS Finnish Institute of Public Management Ltd and by Ivar Tallo Senior Expert at e Governance Academy of Estonia PADOS who were in Armenia on a fact finding mission The meeting was targeted at supporting the system of public administration of Armenia through needs assessment In the course of the meetings held on 25 26 June the experts were introduced to the Public Administration system of Armenia specifically its structure legislative framework current challenges in civil service further perspectives and envisaged reforms as well as mechanisms to reduce corruption risks open Governance mechanisms further plans to implement institutions of ethics and conflict of interests Possible support of the PADOS project in these areas was discussed Within this project an extended workshop is envisaged this autumn in Yerevan aimed at introducing current assessment results and the PADOS recommendations following it While receiving the delegates the RA CSC Chairman Manvel Badalyan noted that issues related to the improvement of mechanisms for well functioning institutions of civil service recruitment ethics and conflict of interests as well as training needs assessment are among the priority issues and the cooperation within the project framework should be targeted at these key areas The main objective behind the PADOS project is to enhance the transparency of governance and decision making in Eastern Partnership countries contributing to democratic governance and supporting the capacity building of EaP countries and the development of public administration The Project is comprised of three components Component I Participation eDemocracy Open Governance Component II eGovernance Cyber Security Data Protection Component III Public Management Reform and New Leadership in a Complex Environment The one year project is executed jointly by HAUS The Finnish Institute of Public Management Ltd the Estonian project partners Estonian School

  • EU to Support Civil Service Reforms
    Economic Cooperation and Development OECD The meeting was targeted at discussing the framework of potential SIGMA support to reforms related to the modernization of the Civil Service and implemented within the framework of the EU Budget Support to the Government of Armenia While expressing his appreciation of close collaboration between the RA SCS and SIGMA over the past years Mr Badalyan noted that currently the system has two key priorities that require methodological and expert support from SIGMA on a daily basis The first one is related to the implementation of the new model assessing the efficiency of civil servants which will be linked on the one hand to financial incentives and promotion and on the other hand to sustainable learning of civil servants The second one is related to the improvement of current recruitment mechanisms targeted at a clearer classification between administrative and profession related positions at a merit based system highlighting professional and personal qualities As Mr Sisternas mentioned the implementation of reforms in the specified areas is a complicated issue for any country while expressing the SIGMA determination to support the RA CSC in these fields The discussions resulted in a consensus around providing the RA CSC
