  • Civil Service System Undergoes European Assessment
    was targeted at supporting the system of public administration of Armenia through needs assessment In the course of the meetings held on 25 26 June the experts were introduced to the Public Administration system of Armenia specifically its structure legislative framework current challenges in civil service further perspectives and envisaged reforms as well as mechanisms to reduce corruption risks open Governance mechanisms further plans to implement institutions of ethics and conflict of interests Possible support of the PADOS project in these areas was discussed Within this project an extended workshop is envisaged this autumn in Yerevan aimed at introducing current assessment results and the PADOS recommendations following it While receiving the delegates the RA CSC Chairman Manvel Badalyan noted that issues related to the improvement of mechanisms for well functioning institutions of civil service recruitment ethics and conflict of interests as well as training needs assessment are among the priority issues and the cooperation within the project framework should be targeted at these key areas The main objective behind the PADOS project is to enhance the transparency of governance and decision making in Eastern Partnership countries contributing to democratic governance and supporting the capacity building of EaP countries and the

  • Developing New System to Evaluate Civil Servant Performance Results
    Third Development Policy Operation Program DPO3 were discussed with representatives of the World Bank during the working visit held on the premises of the RA Civil Service Council The Deputy Chairman of the RA CSC Samvel Vasilyan introduced the general framework and the mechanisms of the new performance appraisal model of civil servants currently developed jointly with the RA Government as well as the key principles which shall determine and define the appraisal indicators criteria and results It is envisaged that starting from 2016 the final version of this new model can be piloted while in 2017 having undergone necessary amendments and improvements it will be fully launched and implemented in all civil service institutions The RA CSC Chairman Manvel Badalyan highlighted the need to harmoniously implement assessment mechanisms for civil servant performance results and their personal qualities and skills while at the same time linking these to both the career growth of civil servants as well as to targeted professional trainings and financial incentives mechanisms He also noted that monitoring the dynamics of workforce mobility from private sector to civil service can be a key qualitative indicator of enhancing the attractiveness of the system and the efficiency of implemented

  • Civil Service Reforms within the Framework of Yerevan Conference
    assessment methodology Common Assessment Framework a model widely applied in European public administration institutions as well as at learning European practices of modern quality management mechanisms and tools the objective being to enhance the civil service performance in EaP countries Another subject for discussion was the concept of lifelong learning as an effective tool to enhance civil servant motivation their level of competency and professionalism Inter alia the issue of modernizing the training methods was discussed The Conference hosted delegates from 5 EaP countries Armenia Georgia Ukraine Moldova Belarus representing civil service coordinating institutions as well as from EU MSs The participants introduced current practices of efficient self assessment models as well as training systems for public servants in their respective countries Among the invitees there were also representatives from international organizations NGOs and academia In his opening speech the RA CSC Chairman Manvel Badalyan noted that the improved quality of services provided by the state must be primarily built on a timely and thorough fulfillment of citizen needs through a constant analysis of their needs and expectations through the improvement of job related knowledge skills and competences of public servants The concept of lifelong learning for civil servants will ensure a higher work efficiency of state institutions M Badalyan also reported that this year in May the RA Civil Service Council became national CAF Correspondent for Armenia having being accepted as member of the CAF Network within the CAF Resource Centre at the Maastricht based European Institute of Public Administration this creates new prerequisites for the localization of modern technologies on assessing the quality of the public service in Armenia The Conference participants were also welcomed by the Deputy Foreign Minister Garen Nazarian the Deputy Head of Cooperation Section of the EU Delegation to Armenia Jose Maria Medina Navarro

  • Working Visit of RA CSC Chairman Manvel Badalyan to Kazakhstan
    RA Civil Service Council Manvel Badalyan paid a working visit to the capital of the Republic of Kazakhstan May 20 23 Within the framework of the VIII Astana Economic Forum he participated in the Global Conference on Meritocracy and official ethics as key factors of government service effectiveness as well as in a brainstorming session on Strategic Foresight Shaping the Future Civil Servant of 2030 in the field of public service held jointly by the Regional Hub of Civil Service in Astana and UNDP Global Centre for Public Service Excellence in Singapore Among participants there were delegates and area experts representing public service coordinating institutions from Europe Asia and CIS countries In the course of the session on shaping the future civil servant of 2030 held within the framework of Regional hub M Badalyan came forward with a speech While stating that shaping the future civil servant is directly linked to public trust towards the future state to shaping the image of public service and to choosing between the development trends of public administration Mr Badalyan made reference to challenges and obstacles in shaping the profile of the public servant Within the framework of the Global Conference the RA CSC Chairman also had bilateral meetings Views were exchanged with Alikhan Baimenov Chairman of the Steering Committee of the Regional Hub of Civil Service in Astana on developing mechanisms to enhance ever more the efficiency of Hub resources in expanding the professional expert network improving the quality of services to citizens and exchanging experiences Within the framework of the Memorandum of Understanding signed between the partner institutions of the two countries in the preceding year issues related to current and future cooperation perspectives with regard to expert consultations and civil service training programs were discussed with Kairat Kozhamzharov Chairman of the

  • Reforms on Civil Servant Performance Appraisal and Pay Incentives on RA CSC and WB Agenda
    Third Development Policy Operation Program DPO3 on current Civil Service Reforms has been held today with the World Bank representatives on the premises of the RA Civil Service Council The discussion was mostly targeted on specifying the scope of further actions and summarizing the actions undertaken so far with regard to developing new mechanisms to improve civil service attractiveness and competitiveness to enhance motivation and work efficiency of civil servants Key principles and concepts on performance appraisal of civil servants to be developed jointly with the RA Government were presented These would secure a harmonized implementation of merit based pay incentive and career development schemes of civil servants such was the position of the RA CSC The Chairman of the RA CSC Manvel Badalyan noted that the long term perspective envisages a shift from a mere performance appraisal to a comprehensive appraisal of the efficiency of civil servants their qualitative and professional characteristics Donato De Rosa who was heading the World Bank DPO delegation deemed important to seek legal regulations to link financial incentives of civil servants to the improvement of performance appraisal and stressed the importance of close collaboration with the RA Government on this issue given that reform
