  • Civil Service Reforms within the Framework of Yerevan Conference
    discussion was the concept of lifelong learning as an effective tool to enhance civil servant motivation their level of competency and professionalism Inter alia the issue of modernizing the training methods was discussed The Conference hosted delegates from 5 EaP countries Armenia Georgia Ukraine Moldova Belarus representing civil service coordinating institutions as well as from EU MSs The participants introduced current practices of efficient self assessment models as well as training systems for public servants in their respective countries Among the invitees there were also representatives from international organizations NGOs and academia In his opening speech the RA CSC Chairman Manvel Badalyan noted that the improved quality of services provided by the state must be primarily built on a timely and thorough fulfillment of citizen needs through a constant analysis of their needs and expectations through the improvement of job related knowledge skills and competences of public servants The concept of lifelong learning for civil servants will ensure a higher work efficiency of state institutions M Badalyan also reported that this year in May the RA Civil Service Council became national CAF Correspondent for Armenia having being accepted as member of the CAF Network within the CAF Resource Centre at

    RA CSC will have developed the methodology and procedures required to implement the system Another key reform which has been in place since this January is the amendments made to the procedure of filling civil service temporary vacant positions According to this amendment if the person occupying the given temporary vacant position on the basis of the fixed term contract takes part in a competition for the same position is the only participant and fails to be recognized as winner the effective contract with this person is obligatorily dissolved As Mr Badalyan noted this is a key amendment in the sense that if a person fails to be recognized winner in the competition for the position previously occupied by him her it comes to prove that this person does not meet the requirements set for this position There was much ado related to it During the first two business weeks back in January we registered three such cases in all the three cases the civil servants occupied the positions of heads of departments representing the staff of different bodies The contracts with all three of them are now dissolved Mr Badalyan added Additionally he made reference to the current procedure of filling junior civil service positions and noted that presently it has proved to be the most effective and productive mechanism for it provides an opportunity for smart intelligent and educated young people to enter the system and fill the civil service positions Only 20 per cent out of 333 participants from previous testing managed to receive certificates for the right to become a civil servant meaning that there were only 67 successful applicants which of course gives food for thought It is discouraging to see that a young Armenian who has an ambition to become a public servant has a school and university diploma and is willing to serve the public has no idea of the significance of September 21 for the Armenian people nor does he know how many neighboring countries his own country has or who the writer of Ceaseless Belfry poem is And such mistakes are made when applicants are provided with 4 alternative answers for each question of which only one is correct Vey often I am asked why those willing to work in civil service should possess this knowledge to which I reply that they are obliged to know this noted the RA CSC Chairman He also commented on questions raised by journalists The latter were interested in how the issue of civil servant reduction was resolved due to merging the RA Government Adjunct Body of State Tax Service and the Ministry of Finance As Manvel Badalyan replied this resulted in the reduction of 60 civil service positions and those occupying the positions were enlisted in the Civil Service Personnel Short term Reserve afterwards all of them began to occupy new positions in the units that were established due to structural changes The reporters were also interested to know how strong was the pressure

    from the public administration modernization issues and priorities agreed on in the framework of the EU Eastern Partnership Badalyan said The essence and the aim of the recent important legislative changes in the field of the civil service were also presented In particular the attestation system for the civil servants is replaced by a new institution of assessment and training in which the eligibility issue will be regulated based on the problems omissions emerging during the working activity and the revelation of the reasons behind them continuous training and evaluation aiming at fixing them This amendment will be in force starting from 2017 as the implementation requires development of the methodology and procedures which are basically our upcoming priorities in our work Mr Badalyan added mentioning that soon there will be a switch to the online learning system considering the improvement of the educational institution the corresponding program platform has already been developed Another change concerns the certain facilitation of the criteria for the professional working experience for eligibility for the civil service positions This makes the process of the replenishment more flexible and increases the opportunities especially for the young potential civil servants eligibility for higher positions During the current year the RA CSC in cooperation with the World Bank has developed a catalogue for the positions description which aims at unification of the criteria requirements the competences and the frames of accountability for the positions with the same functions within the whole system This policy aims at excluding the practice of position creating for certain people Another step in this direction will be the divison of the positions into two groups administrative and specialization based As the administrative positions will require governing leading decision making functions and management skills the specialization based ones will in particular require the
