  • Civil Service Issues within “Public Sector Modernization” Project Discussed with WB
    Badalyan received the WB team led by Migara De Silva head of the mission for the implementation of the Public Sector Modernization Project in Armenia to discuss the results related to the second phase of the Project s civil service component and to establish new priorities to support the reforms of the system The RA CSC Chairman introduced the main objectives of legislative amendments meant to discontinue the attestation in 2017 substituting it by a new assessment and training system as well as further steps following this change For a full and targeted implementation of the new institution Mr Badalyan particularly stressed the necessity of developing mechanisms for linking performance appraisal with the assessment of the training needs of civil servants The implementation of the new civil service job classification as a Project envisaged component will contribute to this process Mr De Silva emphasized the importance of strengthening the capacity for more targeted and professional trainings of civil servants and discussed the related activities conducted so far Among other issues within the framework of civil service reform agenda the parties discussed the current state of play with regard to developing training modules and programs in compliance with the online learning

    perspectives of Integrity in public service system project jointly implemented for several years on Within the framework of the project the questionnaires developed to test civil service chief and leading specialists for the competition procedure have been modernized In addition on the basis of Memorandums signed between the RA Civil Service Council the Union of Armenian Government Employees and Yerevan State University trainings are held for civil servants employed in RA government institutions The training programs are targeted at strengthening anti corruption skills and capacities of state and civil servants at implementing respective legislative amendments structural and procedural changes at strengthening communication skills aimed at improving the quality of services provided to citizens The Conference participants included representatives from OSCE Office in Yerevan the RA Civil Service Council the Union of Armenian Government Employees as well as chiefs of government institutions Manvel Badalyan Chairman of the RA Civil Service Council Naira Gyulnazaryan Good Governance project coordinator at the OSCE Office in Yerevan and Vache Kalashyan Chairman of the Union of Government Employees delivered a speech at the conference In his speech the RA CSC Chairman noted that it is impossible to ensure quality service for our citizens in line with present day requirements without having civil servants of quality and merit The attitude of citizens towards the state is first and foremost built upon direct contacts with state servants upon the behaviour of the latter and the way the citizens are treated Therefore this considered civil servants need to improve their communication skills to develop competences to quickly resolve and overcome conflict prone situations noted Badalyan in his speech Prior to the conference a several day training covering the same issues had been held for the chiefs of staff and for deputy chiefs of staff of government institutions within the

  • RA CSC Delegation at International Conference, Tbilisi
    European Eastern Neighbourhood conference held in Tbilisi November 4 6 The conference was a joint initiative of the EU European Union and OECD Organization of Economic Co operation and Development SIGMA project wherein participated heads of civil service coordinating bodies of Armenia Georgia Ukraine Azerbaijan and Moldova other experts and representatives from SIGMA and EU Member States The conference focused on discussing the main challenges and trends in the field of the civil service reforms in the Member States of the EU in the accession and pre accession countries of the EU as well as in the countries in the eastern neighbourhood of the EU it provided an interactive format to peers for information and experience sharing The conference addressed the most crucial elements of the civil service reforms and the current risks Specific issues were discussed among peers with regard to peculiar features in the civil service of each participant country and their current trends A comparative analysis was made in the context of national and regional experience of key issues and achievements of the European Eastern neighbourhood countries At the conference the RA CSC Chairman Manvel Badalyan made a presentation on key reform issues of the civil service Specifically he noted that in countries which had undergone structural changes hasty reforms in the state service could trigger unforeseen consequences since as a rule neither the system nor the state institutions or society are ready to face them Having those risks in mind as well as the risk of exposing the system to stagnation in case of slow implementation of reforms Armenia adopted the more haste less speed principle as Mr Badalyan mentioned He presented in details the current process of gradual reform implementation in Armenia its main trends and objectives highlighted the activities targeted at harmonizing the system
