  • Discussions on Effectiveness of EU Support in Civil Service System
    evaluation Henrik Jess and Armine Arakelyan representing the EU Advisory Group to Armenia October 28 During the meeting the parties summarized the key results achieved over the past years resulting from the cooperation between the EU Advisory Group to Armenia and the RA Civil Service Council as well as further cooperation trends and opportunities for exploiting new mechanisms of EU advisory and methodological support to develop the system The RA Civil Service Council Chairman Manvel Badalyan stressed the importance of various institutional reforms implemented and still to be implemented within various projects resulting from EU Armenia cooperation as well as the close cooperation and result oriented activities conducted so far with EU Advisory Group in Armenia Particularly the adoption of the RA Law On Public Service the implementation of conflict of interests declaration of income and property and other anticorruption institutions in public administration sector the development of Policy Paper critical to structural reforms and carried out with the support of EU SIGMA project Mr Badalyan ensured the guests that a closer cooperation was envisaged considering the intensive and fundamental changes the civil service system was undergoing European experience will be studied comprehensively and the support provided to developing online

    Rosa to discuss the developments of reform implementation in the field of civil service and further cooperation activities with WB within the framework of Development Policy Operation DPO Manvel Badalyan highly appreciated the ongoing World Bank support of civil service reforms He stressed the importance of fundamental changes in the field of civil service under the Development Policy Operation project currently in progress Particular importance was attached to the creation of the civil service job description unified catalogue to help improve personnel recruitment and assessment criteria and to specify the civil servant requirements Following the latest amendments in the legislation of the civil service system the attestation has been replaced by a new assessment system where the primary determining factor is not the decision on compliance with the position occupied by the civil servant but the motivation of their aspirations focused on improving their core competences enriching knowledge and acquiring specific managerial skills based on individual needs On behalf of the World Bank Mr De Rosa expressed his willingness to initiate a new phase of reforms within the framework of the DPO project The cooperation will be aimed at developing new more flexible and improved mechanisms of motivation for civil

    Servant Attestation System to Be Abolished from 2017 23 June 2014 шаблоны сайтов онлайн магазины файловые менеджеры Joomla On June 21 2014 the RA National Assembly adopted the RA Law On Amending the RA Law on Civil Service These amendments clarify the criteria of seniority and experience needed for occupying civil service positions The adoption of these amendments was determined by the necessity to abolish the compulsory attestation process and to substitute it with performance appraisal system to introduce and implement a new assessment system based on civil servant trainings These amendments also specify the required criteria of seniority and experience for occupying civil service positions The implementation of these amendments is expected to enhance civil servant protection level The new system will identify the training needs and will provide an opportunity for carrying out targeted trainings In addition more specific seniority and experience criteria will be applied for occupying civil servant positions The new performance appraisal system that will come to replace the previously applied attestation system will be effective as of January 1 2017 The other amendments will be put in force as of January 1 2015 NewsFeed News Statements Announcements Legislation RA Law on Civil Service Employment

    Support 12 June 2014 шаблоны сайтов онлайн магазины файловые менеджеры Joomla The Chairman of the RA Civil Service Council Manvel Badalyan received the World Bank senior economist Ulrich Bartsch June 12 2014 to discuss issues related to civil service upcoming reforms in Armenia and to legislative amendments to be implemented within this framework The parties stressed the importance of substituting the civil service attestation institution with a new more flexible and dynamic system of evaluating the qualifications and capacities of civil servants their performance appraisal and the training system The new system will be aimed at implementing and harmonizing the civil servant performance appraisal training needs assessment and highly targeted trainings The key objective will be to improve professionalisation of civil servants to contribute to their aspirations to enhance new skills and knowledge similarly it will not consider the issue of relevance of civil servants to the positions occupied The RA Civil Service Chairman emphasized that a structural change like this will be effective if the civil servant position passport is thoroughly reviewed and is subject to new classification and the performance appraisal system is improved Necessity will also arise to develop and implement programs and modules required for distance learning and for training system based on managerial and professional skills Ulrich Bartsch added that he was content with dynamic development pace of the civil service system in Armenia mentioning at the same time that it can serve as role model for many post Soviet countries He also expressed the readiness of the World Bank to provide methodological assistance and consultations necessary for the reform implementation During the meeting a detailed discussion was held on the draft legislative amendments developed within the reform framework The draft is going to be introduced to the National Assembly for discussions NewsFeed News Statements
