  • Civil Service Attestation System to Be Reviewed with WB Support
    to legislative amendments to be implemented within this framework The parties stressed the importance of substituting the civil service attestation institution with a new more flexible and dynamic system of evaluating the qualifications and capacities of civil servants their performance appraisal and the training system The new system will be aimed at implementing and harmonizing the civil servant performance appraisal training needs assessment and highly targeted trainings The key objective will be to improve professionalisation of civil servants to contribute to their aspirations to enhance new skills and knowledge similarly it will not consider the issue of relevance of civil servants to the positions occupied The RA Civil Service Chairman emphasized that a structural change like this will be effective if the civil servant position passport is thoroughly reviewed and is subject to new classification and the performance appraisal system is improved Necessity will also arise to develop and implement programs and modules required for distance learning and for training system based on managerial and professional skills Ulrich Bartsch added that he was content with dynamic development pace of the civil service system in Armenia mentioning at the same time that it can serve as role model for many post

  • RA CSC to Launch Assessment of Services through European Model
    implementation processes In his welcoming speech addressed to the guests and participants of the event the Chairman of the Civil Service Council of Armenia Manvel Badalyan said Our society is often dissatisfied with the quality of services delivered The reasons are both objective and subjective The current Project is quite ambitious but we are sure that it will be implemented successfully The CAF model will help reveal the reasons mentioned above and within our capacities find solutions to them All this should be targeted at solving one key issue which is improving the quality of public service delivered to our citizens and enhancing its efficiency Our public servants should be ready to face today s challenges In fact civil society in Armenia is in the process of its formation and it responds reactively to activities undertaken by public officials which is very good The officials should permanently feel the presence of citizens and meet their needs The Project coordinator George Stampoulis welcomed the invitees to the seminar He made a presentation followed by Q A session This gave the participants an opportunity to have a deeper understanding of the feasibility applicability and efficiency of the model CAF is an easy to use tool for all public sector organizations across Europe The purpose of this model is to improve the quality of services delivered to citizens by enhancing the administrative capacity of state bodies also within the framework of the project to increase the efficiency of national and regional development policy in partner countries The model is also targeted at inter regional partnership through developing a common network of cooperation and intensive exchange of experience The RA CSC is planning to launch the pilot implementation of the model for its own staff For this purpose a working group has been created

  • New Assessment Model for Public Administration Organizations
    Republic of Armenia Manvel Badalyan received Greek representatives April 8 2014 with George Stampoulis acting as chief Partner and coordinator of the Excellence in Public Sector Project implemented within the framework of the Black Sea Basin Joint Operational Programme 2007 2013 which is a programme under the European Neighbourhood Partnership Instrument ENPI of the EU During the meeting held within Excellence in Public Sector project issues related to the perspective of implementing the Common Assessment Framework in public administration of the Republic of Armenia were discussed The parties exchanged opinions on peculiarities of public administration system in Armenia and the impact the new assessment model and its anticipated results may have on the system The Common Assessment Framework is an easy to use tool for all public sector organizations across Europe The purpose of this model is to improve the quality of services delivered to citizens by enhancing the administrative capacity of state bodies also within the framework of the project to increase the efficiency of national and regional development policy in partner countries The model is also targeted at inter regional partnership through developing a common network of cooperation and intensive exchange of experience Aiming to enhance the exchange of experience and to introduce the pilot implementation of the assessment system a seminar will be held in Yerevan supported by the Civil Service Council of the RA on April 10 where the CAF model will be introduced to representatives from about 15 state bodies Armenia represented by the Civil Service Council is a partner country of the Excellence in Public Sector Project implemented within the framework of the Black Sea Basin Joint Operational Programme 2007 2013 which is a programme under the European Neighbourhood Partnership Instrument ENPI of the EU The Excellence in Public Sector is a joint project

    Assessment System 03 April 2014 шаблоны сайтов онлайн магазины файловые менеджеры Joomla WB Discusses Implementation of Civil Servant Assessment System The Chairman of the Civil Service Council of the Republic of Armenia Manvel Badalyan received the World Bank Senior Economist Ulrich Barch April 3 2014 The overall aim was to discuss the WB supported reforms in the field of civil service that are underway in Armenia as well as issues related to the process of legislative amendments undertaken within this framework The RA CSC Chairman Manvel Badalyan stressed the importance of joint projects with WB and the tangible results obtained so far He also emphasized the importance of sustainability of these projects particularly from the perspective of executing the Policy Paper developed by the Council and reviewed by international experts within the framework of EU SIGMA project In his turn Mr Barch while expressing the WB readiness to support these initiatives underlined the key importance of current activities undertaken in Armenia with regard to making content based changes to civil servant attestation system the aim being to apply improved mechanisms for performance appraisal assessment of inner potential and capacity of civil servants The RA CSC Chairman noted that working out evaluation standards for the development of the civil service system is of great importance since it is these standards that determine the further perspective of improving the quality of services for the citizens In addition issues related to job assessment the new classification system and the possibility of providing methodological and expert support by WB had been discussed Attaching a key importance to the settlement of this key issue aimed at improving the system the parties arrived at an agreement to strengthen the cooperation and to speed up the process of reforms NewsFeed News Statements Announcements Legislation RA Law on

  • RA CSC Chairman Visits Artsakh: 10th Anniversary of Nagorno Karabakh Civil Service System
    at the development of the system were outlined While introducing the main achievements and the key issues the NKR CSC Chairman Boris Arushanyan stated that despite the difficulties faced the system of the civil service is undergoing an irreversible and continuous process of development He emphasized the important role of the RA CSC in this process and found it necessary to estabish deeper links of partnership and cooperation for further improvement of the system In his speech the RA CSC Chairman Manvel Badalyan congratulated the NKR CSC members and the staff on the occasion of its 10th anniversary He mentioned that the consistency displayed while establishing the system comes to show the will and the aspirations of the people of Artsakh to build their own statehood Mr Badalyan also spoke about the key issues of the civil service councils of both Armenia and Artsakh We should establish a pesonnel reserve which will allow to select the best candidates and to allocate them properly within the state service There exist numerous psychology related issues and issues of stereotyped mentality that hinder the process of development of the system at full speed Along with it very often those willing to become state servants are not able to fulfill knowledge and capacity related minimum requirements while the system remains unattractive to highly qualified specialists because of the low pay said Mr Badalyan He also emphasized the efficiency of reforms with regard to the recruitment process of civil service junior positions On February 14 the President of the Republic of Artsakh Bako Sahakyan had received the Chairman of the RA Civil Service Council Manvel Badalyan During the meeting issues related to the development of civil service system in Artsakh and the collaboration between the two respective bodies of the two Armenian republics were discussed
