    EU SIGMA Programme and RA Civil Service Council Were Discussed 24 July 2013 шаблоны сайтов онлайн магазины файловые менеджеры Joomla On July 24 the Chairman of the RA Civil Service Council Mr Manvel Badalyan received Mr Daniel Bollinger the team leader of Evaluation of SIGMA Programme for the ENPI Region and Mr Jean Bernard Moreau Senior Evaluation Expert to discuss the issues concerning the cooperation between EU Organisation for Economic Co operation and Development SIGMA Programme and RA CSC the achievements and upcoming actions During the meeting Mr Badalyan represented the main directions of the active collaboration with SIGMA for the past years the joint working achievements up to date He underlined that SIGMA is one of the most important partners of the RA CSC In 2010 SIGMA carried out an in depth research in the civil service system in Armenia by the Council offer After detailed research they proposed recommendations which were considered when the Policy Paper was created for the development and reforms in the sphere The Policy Paper was presented to SIGMA for expertise and evaluation Mr Badalyan stressed that Council is interested in strengthening the cooperation with SIGMA as it provides serious methodological support to our system The Chairman expressed his wish the EU could devote even more attention to the solution of Armenian public administration issues in order to make its services better Mr Bollinger noted that Armenia and the RA CSC in particular are leaders in terms of implementation of joint programmes for the European standardization under SIGMA in the sphere It is necessary to keep on with these trends and further develop them he said During the meeting the issues of world experience studying and organization of training visits were discussed with the purpose to make the reforms in the civil service more

  • Civil Service Reforms in the Spotlight of the World Bank
    Service Council Manvel Badalyan received Mr Ulrich Bartsch senior country economist World Bank Armenia office to discuss issues on the development of the RA Civil Service System and the possible support from the World Bank The Chairman of the RA CSC gave a detailed account of the main directions and purposes of the upcoming reforms in the civil service system which are stated in the Policy Paper The Policy Paper is developed by the Council and currently is under international expertise of the EU SIGMA project According to Mr Badalyan all these reforms aim to turn the civil service system from just an employment track into a career promotion philosophy one which would display the system through merit based recruitment the adoption of new education and training mechanisms Mr Badalyan also informed that the Council has been taking some preliminary steps in this respect He marked out the last amendments to the RA Law on Civil Service which have particularly simplified the attestation regime for civil servants who have passed attestation once at the same position In addition the questionnaires of certification testing for junior positions have been submitted for consideration The new one aims to promote the recruitment of more experienced and competent personnel During the meeting it was also discussed the necessity of civil service position assessment as well as the problems concerning the implementation process supported by the World Bank Mr Bartsch noted the utmost importance of positions assessment Mr Bartsch had it that the position assessment is of crucial importance in terms of requirements for holding positions the functions and more exact description of the responsibility which will also serve as a base to assess the job performance by the civil servants with quality standards He mentioned there is broad range of possibilities for cooperation in
