    NGO in cooperation with the Delegation of the European Union brought together journalists representatives of state institutions and members of civil society The event was also supported by USAID Armenia and the OSCE Office in Yerevan The aim of the one week exhibition is to reflect on the challenges and opportunities of exercising the right to information and to remind the government media representatives and the public at large of their role in achieving this right All photos caricatures included in the exhibition over 70 in total will be published in a catalogue Head of EU Delegation to Armenia Ambassador H E Mr Traian Hristea welcomed the exhibition as a creative way to demonstrate public perceptions on access to information and freedom of expression in Armenia On 3 May we mark World Press Freedom Day The European Union has always promoted freedom of opinion and expression since it is a fundamental human right I would like to take this opportunity to underline the importance of the work of journalists around the world who sometimes risk their lives to ensure the freedom of expression We hope that we will witness such professional dedication during the coverage of the upcoming elections in Armenia he said Free expression and information are key to the respect of human dignity and critical tools enabling citizens to take an active part in public life We hope the exhibition will remind the government media and public at large of the role they each can play in achieving implementation of the right to free speech and information mentioned Ambassador Andrey Sorokin Head of the OSCE Office in Yerevan President of the Freedom of Information Centre Shushan Doydoyan added This is a special exhibition since everybody including journalists citizens and professional photographers were invited to present their images on

    Sh D During the year of 2011 Freedom of Information Center of Armenia came up with numerous innovative initiatives in the freedom of information sphere Particularly the websites of all the ARM Regional Administrations and the ARM Ministry of Territorial Administration were modernized and www givemeinfo am monitoring web project was launched During the year in the Freedom of Information Non Formal Educational Center our experts trained 340 civil and public servants on the freedom of information issues Meanwhile the FOICA has filed new court cases against those authorities which have violated our access to information right So there still is enormous work to be done towards the development of the sphere Hence I would rate it 7 on a scale of 10 2012 is a year of elections What do You think what role will the freedom of speech have in mass media Sh D 2012 will really be a challenging year for mass media outlets Unfortunately in today s media sphere there is a special treatment for certain politicians and institutions both negative and positive In my opinion these attitudes will be more deeply felt especially in the pre election period The freedom of speech will more often be violated and particularly the number of court cases against the press will increase Self censorship will increase even more among media outlets The online media in our country have been rather broadened in the recent years What do You think will online media be able to change anything in this election year and in general what impact will they have Sh D In this election year online media will play a significant role They are more independent in their publications more unrestricted however at the same time freedom of speech abuses are more obvious and oftener here because of

    the existing problems The biggest problem is the absence of culture among many officials to work openly and transparently as most of them are still not used to responding to public demands for information and do not consider giving information to be one of their main duties he says FOICA expert Liana Doydoyan says that in May June 2011 ten applicants sent a total of 250 requests for information to 50 bodies possessing information in written oral and electronic forms Among these bodies were 10 central government bodies 10 provincial administrations 10 municipalities 10 village administrations and 10 organizations of public significance In 56 percent of cases complete answers were provided 30 percent of requests were left unanswered 8 percent were turned down with only one lawfully Among the 50 bodies the best results were shown by provincial administrations and the worse by organizations of public significance says the expert The monitoring shows that provincial authorities gave complete information in response to about 75 percent of 50 requests while organizations of public significance provided complete answers to only less than 45 percent of such requests leaving as many of them totally unanswered The best result shown in all 50 sample requests is by the administration of the village of Oshakan The worst results are shown by the administration of the village of Aygedzor Clinical Hospital CJSC and Ketrin Group Ltd Doydoyan says that these bodies left unanswered all five requests for information sent to them According to the monitoring results among the provincial administrations Kotayk Shirak and Syunik authorities worked particularly well in terms of providing information as did the ministries of education and science and justice among central government agencies The National Assembly is listed among those working poorly when it comes to answering requests for information The legislative
