    Us հայերեն english Success Stories Success Story 21 13 10 2014 Due to cooperating with the Freedom of Information Center the RA Police have made essential progress towards freedom of information and transparency In 2014 Freedom of Information Center developed and launched The Freedom of information and Transparency Index which consists of 53 criteria In June 2014 the RA Police took only the 25th place through the 37 bodies getting 58 5 points out of 100 After getting the Freedom of information and transparency Index results the RA Police requested the FOICA to make a contribution to reform their activities in the freedom of information area and to ensure transparency via www police am official website As a result of cooperation with the FOICA the information in Police website was increased At present the following information categories can be found in www police am The order of getting information from Police The sample of information request The statistics of citizens requests applied to Police Declassified information Police was the first in the state system of government Opportunity to follow the passport departments in online regime Contacts of officials responsible for freedom of information Besides according to 17 September 2014 decision the chief of the RA Police commended the heads of central machinery services educational complex Yerevan and regional departments as well as their territorial departments Zvartnots airport linear department to appoint officials responsible for freedom of information during 10 days It s important that due to the order the professional preparedness of officials responsible for freedom of information has been reviewed The head of the legal department of Police has been commended to organize seminars and trainings for improving professional qualities and skills of officials responsible for freedom of information and making this sphere more effective It was also mentioned

    was held liable by the decision of December 24 2013 of the RA Administrative Court for violating the right to freedom of information This is the third similar precedent when an official is imposed a fine in amount of 50 000 AMD for violating the freedom of information right Back in 2009 FOICA had sent a written request to the SNCO asking to provide information on SNCO s funding from the state budget as well as on the agreements signed The SNCO had rejected to provide this information citing the law On State Budget as to the funding from the state budget while in case of agreements the SNCO had stated that the information was not subject to be provided since it contained commercial secret FOICA had challenged SNCO s refusal From the very beginning the case was divided into 2 separate cases one on recognizing SNCO s actions non legitimate and obliging SNCO to provide the requested information and the other on requiring to subject the SNCO Director to administrative liability The case on subjecting the SNCO Director to administrative liability was suspended on June 16 2009 until the case on recognizing the SNCO s actions non legitimate was

    FOI principles Sample of information request Our Partners Donors International and Local organizations Contact us Support Us հայերեն english Success Stories Success Story 19 03 03 2014 The decrees of the President of the RA National Assembly were publicized thanks to the case initiated against the RA NA By its Decision of December 28 2013 the RA Administrative Court upheld FOICA s claim thus recognizing the fact of violation of freedom of information right and obliging the NA to provide the rejected information as well as to compensate court expenses FOICA has made The case was based on NA s rejection to provide some of the copies of decisions by President of NA for the first half year of 2012 claiming that these decrees contain personal data on employees Therefore the decision of the RA Administrative Court was was important because the court stated its position on the cases when restriction in providing information was well grounded Thanks to this case the comment of the court can be further invoked in similar cases when a state agency rejects providing information on an unlawful basis This initiative of FOICA has yet another positive outcome This court decision has value of precedent

    President s Budget and avoided public accountability thus returning 80 million AMD to the State Budget On March 20 2013 the Freedom of Information Center had applied to the RA Government with a written request to receive information and had received information about the funding provided to NGOs from the RA State Budget in 2010 2012 see http givemeinfo am hy case 1164 In response the RA Ministry of Finance had informed FOICA that during 2010 2013 500 million AMD was allocated from the State Budget for funding the NGOs of which 31 NGOs have received 499 million 818 thousand AMD during these 3 years Moreover some of them were financed during two consecutive years in 2011 and 2012 for example Yeritasardneri Yerkir The Nation of the Young and Arbanyak Satellite NGOs FOICA published the received information see the respective article published 18 04 2013 at http foi am en articles item 1212 which was followed by investigations by different media on the activities of NGOs having received state funding There were publications about what particular organizations have received such large sums of money from the RA State Budget to what extent those organizations and the programs accomplished by them
