    fostering Open Government Partnership objectives in Armenia by setting up a productive dialogue and cooperation between the Government and civil society FOICA plays an active role in the development of the OGP Armenia Action Plan implementation and monitoring of the implementation process against the commitments Under 27 January 2012 50 Ա decision of the RA Prime Minister about Creating a workgroup in order to elaborate the Action Plan for Armenia s participation in the OGP the FOICA was included in the working group The official website of the OGP Armenia is www ogp am Civil Society starts new phase of cooperation 21 11 2014 On 21 November 2014 a working discussion on Open Governance Partnership Armenia civil society cooperation took place in Yerevan aimed at concerting civil society efforts in the area of Open Government Partnership The event was organized by the Freedom of Information Center of Armenia by the support of British Embassy in Armenia Around 30 NGO representatives came together to discuss the scopes of cooperation within the framework of OGP processes in Armenia as well as possibilities for conducting joint monitoring of various stages of the implementation of OGP Second Action Plan With view to achieving this the Freedom of Information Center of Armenia suggested to create a permanent OGP civil society network whose members will regularly exchange information update each other about the implementation of various initiatives in order to remain involved avoid duplications and eventually act stronger The participants were divided as per 4 main groups of OGP Action Plan commitments which are Ensuring Transparency and Accountability Promotion of Public Participation Strengthening Public Integrity Promoting Access to Information An expert in each group presented relevant commitments the process of their implementation and possible future steps which will be directed at conducting joint monitoring and implementing

    and monitoring of the implementation process against the commitments Under 27 January 2012 50 Ա decision of the RA Prime Minister about Creating a workgroup in order to elaborate the Action Plan for Armenia s participation in the OGP the FOICA was included in the working group The official website of the OGP Armenia is www ogp am Goris Civil Society was introduced OGP Initiative and Opportunities of its Monitoring 25 10 2014 On October 24 2014 a workshop entitled Open Government Partnership Initiative was conducted in Goris press club The event was organized by efforts of Journalists for the Future NGO JFF with the financial support of the USA Embassy in Armenia The event was aimed at increasing the level of awareness of local CSOs on the Open Government Partnership OGP international initiative and providing their active engagement in the OGP Armenia process Suren Deheryan JFF president and workshop trainer stated that although Armenia joined the OGP initiative 3 months after its creation it is necessary to mention that nowadays the civil society is not actively involved in the process of developing and discussing the OGP Action Plan for local activities Similar discussions show that regional NGOs are basically unaware of the OGP initiative or heard quite little about it Whereas the OGP principles are designed to provide the civil society s active participation both in developing and discussing the OGP Action Plan and in implementing it Deheryan noted The workshop in Goris was attended by 25 representatives of local CSOs who were introduced the background and international experience of the OGP initiative as well as issues concerning the participation of Armenia in this process All of the 11 obligations involved in the OGP Armenia Action Plan 2014 2016 their strong and weak sides their importance and effectiveness and

    Action Plan of Armenia 31 07 2014 The Government of Armenia approved The second program of action in the framework of the Open Government Partnership during the Cabinet setting held on 31 of July 2014 Continuing its efforts to ensure the effectiveness of the governance system from late 2013 the Government of the Republic of Armenia initiated the OGP s second Action Plan hereinafter the Plan development process The Plan was developed on the basis of the fundamental principles of the OGP initiative as well as lessons learned from the OGP Armenia first Action plan The Plan was drawn up based on the recommendations of both the Government and the civil society including areas such as mining health education local self government freedom of information etc Every commitment included in the Plan is a target and is selected as a result of comprehensive discussions The project s draft version was developed based on the recommendations submitted by state agencies Consequently in order to obtain civil society feedback and to raise public awareness the draft was made available at www ogp am web page In parallel on several occasions it was discussed during the relevant working group sessions in particular on 9 September 2013 26 November 2013 To move on with public discussions on 5 6 April 2014 in Aghveran the RA Government jointly with the Freedom of Information Center NGO and by the financial support of the United States Agency for International Development and the United Nations Development Program organized a seminar OGP Armenia Transparency and Accountability Partnership between the Government and the civil society During the event both the draft Plan and the new proposals submitted by state agencies and non governmental organizations were discussed At the same time to include new proposals in the Plan and to ensure

    cooperation between the Government and civil society FOICA plays an active role in the development of the OGP Armenia Action Plan implementation and monitoring of the implementation process against the commitments Under 27 January 2012 50 Ա decision of the RA Prime Minister about Creating a workgroup in order to elaborate the Action Plan for Armenia s participation in the OGP the FOICA was included in the working group The official website of the OGP Armenia is www ogp am Draft of OGP Second Action Plan was discussed 18 07 2014 On 18th July 2014 the OGP joint workshop was organized with the Government and Civil Society representatives Organized in conjunction with the Government and the Freedom of Information Centre of Armenia FOICA NGO the meeting provided a forum for dialogue between government representatives and civil society organizations on Armenia s draft National Action Plan as part of the Open Governance Partnership Initiative for 2014 2016 As mandated by the OGP collaboration between the Government and civil society is an essential component to realizing Armenia s commitments to promote transparency increase public involvement in decision making processes fight corruption and utilize new technologies to strengthen governance Today s discussions allowed stakeholders to make recommendations pertaining to the draft Action Plan and served as a platform for public involvement in this Government led effort By rethinking the framework of actions that contribute to transparency and accountability I think Armenia took an important step forward today said Oliver McCoy the OSCE Office in Yerevan s Democratization Officer This broad effort underpins the government s commitment to maintain an open dialogue with civil society that if successful will ultimately help bolster confidence in the country s democratic institutions The First Deputy Minister Chief of Government Staff OGP Co ordinator for Armenia Gourgen Dumanyan
