    delivered a speech in the conference on Legal aspects of self determination of Artsakh current international legal challenges before and after Kosovo The conference was organized by the Armenian Centre of International and Comparative Law with the financial and technical support of Armbusinessbank and LEGELATA Law Firm In his opening speech delivered in the conference the Prime Minister of the RA Tigran Sargsyan highlighted the importance of the establishment of the centre and encouraged the scientists to use their knowledge in real life situations Referring to the theme of self determination of Artsakh the Prime Minister noted that Artsakh has stronger legal political and historical basis for self determination than Kosovo In his opening speech Dr Yegishe Kirakosyan the head of the Armenian centre of International and Comparative Law PhD of legal sciences advisor to the Prime Minister of the RA said that the conference is important not only from the point of view of the conceptual development of international law but also for using knowledge gained during the conference in practical situations Dr Vladimir Hovhannisyan judge of the Constitutional Court of the RA honorary professor the Ombudsman of the RA PhD of legal sciences Armen Harutyunyan other authoritative scientists

    partner Ms Siranush Sahakyan represents interests of the Government of the RA in front of the European Court of Human Rights Legelata s partner Ms Siranush Sahakyan represents interests of the Government of the RA in front of the Grand Chamber of the European Court of Human Rights in cases of Chiragov and others v Armenia and Sargsyan v Azerbaijan Both cases concern people who have been forced to leave their homes during Nagorno Karabakh armed conflict in 1991 In 1989 the population of Nagorno Karabakh autonomous region consisted of 75 ethnic Armenians and 25 of ethnic Azeris The armed conflicts in Nagorno Karabakh started in 1988 when the population of Nagorno Karabakh demanded reunion with Armenia In September 1991 the regional council of Nagorno Karabakh declared the Republic of Nagorno Karabakh which declared its Independence in 1992 After the proclamation the conflict turned into a full scale war In late 1993 nearly all the territory of former autonomous region and 7 adjacent regions were under the control of Armenian forces As the result of the conflict thousands of people from both sides were displaced or became refugees In 1994 the parties to the conflict signed a cease fire agreement
