  • Armenian Army's Upcoming Actions - Lragir.am - Armenia Online
the problems of the country Besides the degradation of public and political life at all levels continues In this situation the army is in charge of the life and security of our people it has to deal with this dangerous situation First of all it is the upgrade of the status of the army A step has been taken in this direction The army has demanded to lay down in the new Constitution the special governance of the army This is the compromise between the military leadership and the ruling system though one would expect a sharper demand for a special status Of course there is no good in enabling the army to interfere in a country s domestic affairs However in our case when the army is the sole institution which assumes and fulfills its responsibility this issue had to be discussed and some solution should have been found What is the next step of the army or the sequence of steps in this situation First of all internal reforms and modernization There is a lot of talking that the army is the continuation of the community of its both advantages and disadvantages This should not be an excuse

  • When Currency Is Overvalued - Lragir.am - Armenia Online
relying on remittances lacks sufficient resources and the readiness to apply new methods of governance avoid total corruption and clans as well as new markets the decreasing exchange rate of the national currency will further impoverish the population The situation remains at least as it used to be The decrease of the rate of exchange must be organic like inflation resulting from economic development growth of consumption increase of the money supply etc In this regard one should ask a question about the methods of reducing the exchange rate of the national currency For the time being there do not seem to be other methods of sustaining the currency in Armenia This method also looks ambiguous in Armenia In this particular period the stability of the currency is explained by significant shrinking of import and accordingly consumption is low The currencies in Russia and Azerbaijan have dropped despite their oil revenues and still some manufacturing in place The decline of the exchange rates of the currencies of these countries has led to economic growth and export growth The situation is catastrophic For whatever reason these countries remain at the level of developing countries and lack sufficient genuine diversification of the economy with one direction exports It is hardly possible that a more or less stable exchange rate in Armenia is due to the extreme recession and lack of development limited investments and increase in consumption and the money supply not development Let us assume that the exchange rate goes down Will export go up But export of what What do we produce One must acknowledge that despite the behavior of the government of Armenia and the phenomenon of 3 September 2013 the Western community continues to lend money and provide assistance to Armenia not much of course but there is

  • Turkey's Intentions in Central Asia - Lragir.am - Armenia Online
countries of Central Asia China has taken up a leading role in this region and the United States would hardly be able to use Turkey s ambitions Russia would be happy to strengthen Turkey s role in the region to create a balance for China and the United States However the Syrian developments destroyed Russia s intention For the United States the destiny of the region still seems hard to resolve a little harder than the South Caucasus However if aside from the United States the Europeans are involved in the events and processes the United States would run into China in the region of Central Asia which is extremely unpleasant when the United States lacks reliable factors of political military presence in the region Currently China is inspired by Iran s position in Central Asia realizing that Iran unlike Turkey is not up for expansion in this region China is not going to make way for anyone to Central Asia as a unique region in terms of carbohydrates and raw materials This region is therefore more important than Southeast Asia China is ready to support all the countries ready to resist to Turkey s expansion And Turkey s policy in the Near East confirms its goals in other regions Now in fact no country is left in Asia Minor which would not lend a hand to China hoping for support and political military help The countries of Central Asia have overcome their phobias from China and trying at least to balance between China and Russia which has forced them into some incomprehensible bloc of CSTO These events are confirmed fast and becoming an important political factor in the region Turkey has several doctrinal notions and will never give up on them primarily its intentions in Central Asia The Russian

  • Iran's Getting Involved in Peace Process of Artsakh - Lragir.am - Armenia Online
the geopolitical setting and tendencies In the long run this is the deeper cause of the crisis in the peace process It is not accidental that the agenda necessitates the establishment of a new international mechanism for the maintenance of the ceasefire which will reflect the current geopolitical arrangement and tendencies In this regard Iran is an indefeasible component The possibilities for the involvement of Iran is another issue The side subjects involved in the Artsakh issue are too many and they are involved one way or another through the EU and PACE pipes with the role of locomotive of the Minsk Group These pipes are not available for Iran s case and it is not ruled out that Iran is given space for working with Armenia and Azerbaijan on its own definitely in coordination with the Minsk Group and the United States which demonstrates the most pro active and vibrant player promoting the mechanism of investigation Stability in the Caucasus is a key issue for Iran The elimination of sanctions on Tehran has given Iran a chance for reconstruction of its economy Tehran has a long way to go At the same time it is currently facing serious challenges in the Near East The Caucasus is returning to Tehran s back and the Iranian government does not want big problems which would force Iran to focus its attention efforts and resources in the Caucasian direction dividing between the Caucasus and the Near East Iran is becoming one of the biggest stakeholders of stability and security in the Caucasus though it has always been such Now that there is a chance for economic revival Iran is even more reluctant to have problems behind the back of the Caucasus On the other hand Iran cannot turn its face from the political

  • A New Threat from Nakhidjevan - Lragir.am - Armenia Online
Apparently Baku s decisions are aimed at preparing Nakhidjevan for this role The issue can be considered from the point of view of the internal and external setting Azerbaijan is going through a complicated political and economic situation Protests are taking place a cruel domestic struggle has started Aliyev has replaced the entire personnel of the national security service expropriated several entrepreneurs high ranking military were arrested Perhaps he is trying to predict and eliminate threats to his government Nakhijevan is the homeland of the Aliyev clan and its starting point After the collapse of the Soviet Union Aliyev s father Heydar Aliyev returned to Nakhidjevan and from there he returned to government in Azerbaijan By the way the former authorities of Armenia had a significant role in this and the Aliyev clan took power in Azerbaijan beaten by the Armenian army to the verge of collapse It is possible that Ilham Aliyev is keeping Nakhidjevan reserved for the case when the situation n Azerbaijan escalates to the point of change of government The other circumstance is the elimination of sanctions on Iran and its return to the international arena as a fully fledged actor The opening of Iran obviously contradicts the interests of Turkey and Azerbaijan Their value may go down significantly in both geopolitical and economic terms Russia is not delighted about the opening of Iran either because an unchained Iran has no problem with alternatives including in defense and arms related matters These three countries may try to set obstacles to Iran s activity particularly in the South Caucasian region where the Russian Turkish status quo has been valid for one hundred years From this point of view Nakhidjevan where the railway connecting Armenia and Iran which may play a significant role in this process The army

  • Has Anything Changed in the Peace Process? - Lragir.am - Armenia Online
chair criticized this development There is one more circumstance Why does the OSCE Minsk Group focus on and discourage a step which is advisory and does not have any binding element After all this is not the first discussed or adopted anti Armenian resolution but the Minsk Group did not pay attention to these earlier What has changed Has anything changed in the Minsk Group Is there a new situation in the process which demands cautiousness or is the situation in the PACE such that may take other turns in the future It is rather difficult to find answers to these questions because their majority is related to closed processes For example the Minsk Group is trying to achieve the introduction of the mechanism of maintenance of ceasefire in the conflict area The United States clearly supports this Armenia welcomes it Germany does which is a Minsk Group member and has taken up the chairmanship of the OSCE However the attitude of Russia which is Armenia s strategic ally is not clear It is known that Azerbaijan rejects the process Is the purpose of the message of the co chairs not to hinder the process of introduction of the mechanism of investigations And is the Minsk Group united over this matter If yes how come a group of three influential nuclear powers is worried about the resolutions of the PACE Or does the Minsk Group see a certain dynamics behind these resolutions this effort or the process which is generally aimed at a change of the mediation format of the conflict and it is followed by not only the Turkish Azerbaijani lobby but also more influential political circles In other words the worrying thing is not the resolution itself but a process it covers that may get too far Detailed
