    and determination as violence against people The international community should act in a resolute and timely manner to protect what is still possible to preserve Mr President Armenia has continuously drawn the attention of this high body to the appalling situation of the Armenian cultural heritage in neighboring Azerbaijan In Nakhijevan region alone thousands of medieval cross stones hundreds of Armenian churches monasteries and other sacred sites have been completely destroyed by Azerbaijan in an attempt to erase all traces of the people who have inhabited the region for centuries and who gave the name to it Nakhijevan which in Armenian literally means the first place of descent a reference to the descent of Biblical Noah In its recently published report for 2015 the US Commission on International Religious Freedom has made a reference to the vandalized Armenian cemetery in Nakhijevan and reported that the religious freedom in Azerbaijan has further deteriorated including by bringing examples of Baku s only remaining Armenian church which is currently used as an archive for the Presidential administration and the confiscated Lutheran Church turned into a concert hall If we UNESCO and other international organizations do not act today what would be the future of those and many other endangered monuments tomorrow In a sharp contrast to this neighboring Iran has made great efforts to preserve and protect the Armenian cultural heritage The Armenian Monastic Ensembles of Iran the oldest of which dates back to the 7th century were inscribed on the World Heritage List by the Iranian Government On our part Armenia reconstructed the Iranian 18th century Blue Mosque in Yerevan and is going to inscribe it on the World Heritage List Armenia tries to make its own contribution to the efforts aimed at preservation of the world s cultural heritage including through constructive engagement in the relevant bodies of UNESCO In 2013 Armenia became a member of the Intergovernmental Committee for the Protection of Cultural Heritage in the Event of Armed Conflict A year later we were elected a Vice chair of the Committee s Bureau This year we have joined the Subsidiary Committee to the Convention on the Means of Prohibiting and Preventing the Illicit Import Export and Transfer of Ownership of cultural property Mr President The Universal Declaration of Human Rights and the UNESCO Convention against Discrimination in Education stipulate that education shall promote understanding tolerance and friendship among all nations racial or religious groups Taking into consideration UNESCO s unique role in the sphere of education we call upon the Organization to create within its educational programs an overview mechanism that will examine and evaluate the textbooks of the member states especially in history and social sciences with a special emphasis on exclusion of intolerance and xenophobia Azerbaijan attempts to distort and alter the centuries old Armenian heritage culture and history In this country the rewriting of its own history is continued by means of misappropriation or annihilation of the traces of other cultures on their territory or even

    from the perspective of its content and adopted documents Five Resolutions were adopted three out of which were initiated by Armenia including the one on the prevention of the genocides that makes a reference to the very important statement by Secretary General of the International Organization of La Francophonie on the Centennial of the Armenian Genocide on April 24 2015 I would also like to mention that the Ministerial Conference is a good platform for bilateral meetings My counterparts from different countries held dozens of meetings I also used this opportunity and held nearly 25 meetings We signed a number of documents with the Ministers of Foreign Affairs of the OIF member states I would also mention that this is a good reason to yet again reaffirm Armenia s commitment to the protection of the values and goals of the La Francophonie Holding of the OIF Conference in Yerevan obliges us together with all the members of the francophone family also with the support of Secretary General and the Secretariat to undertake additional efforts towards the implementation of those goals I would like to use this occasion to express my deep gratitude to the Secretary General her whole team the Secretariat who had such an important contribution to the organization of this Conference Now with great pleasure I give the floor to Secretary General I also would like to use this opportunity and award the Secretary General the Gold Medal of the Ministry of Foreign Affairs as a token of our gratitude for her support for the support of her team the Secretariat in the organization of this Conference Our cooperation with the Secretariat is not just close it is exemplary Related videos Related pictures Full album Share Travel to Armenia About Armenia Diplomatic Missions of Armenia Diplomatic Missions in

    Harlem Désir who arrived in Yerevan to participate at the 31st session of the Conference of Ministers of Foreign Affairs of the International Organization of La Francophonie OIF We used this opportunity to have a meeting discuss issues on the agenda of as we call them privileged relations between the two states Armenia and France Surely we touched upon the Nagorno Karabakh issue as it is well known France is one of the Co Chair states I presented to the Minister the situation created as a result of the cease fire violations provocations by Azerbaijan both along the border with Armenia and on the Line of Contact with Nagorno Karabakh In fact the situation is rather escalated I reaffirmed that Armenia would continue exerting joint efforts with the OSCE MG Co Chairs towards exclusively peaceful settlement of the issue As Mr Désir is Secretary of State for European Affairs of France we touched upon Armenia European Union relations and reaffirmed the readiness of two sides to establish new legal framework for the cooperation In this regard we are full of hope that within the next few days even maybe during the upcoming week the EU will confirm the mandate of its negotiating team and we will start negotiations with the European Union over drafting and conclusion of a respective document Of course we reflected also on numerous regional and international issues We touched upon the agenda of OIF Conference of Ministers of Foreign Affairs underway in Yerevan Our cooperation within different international institutions was discussed Share Travel to Armenia About Armenia Diplomatic Missions of Armenia Diplomatic Missions in Armenia Study in Armenia Doing business in Armenia Invest in Armenia Links Ministry MFA Diplomatic Missions of Armenia Consular service Protocol affairs Foreign representations in Armenia Virtual tour Foreign policy Bilateral Relations

    the Astana Summit to increase efforts to resolve existing conflicts in the OSCE area in a peaceful and negotiated manner within agreed formats In the case of the Nagorno Karabakh conflict the agreed format is the Co chairmanship of the OSCE Minsk Group Thus all international including the OSCE efforts for further addressing the conflict related matters in this case should be implemented through this framework The Co chairmen of the Minsk Group are assisted on the ground by the team led by the Personal Representative of the Chairman in Office which is the only permanent presence in the conflict zone monitoring the observance of the cease fire There is no doubt that strengthening this presence means enhancing capabilities of the Organization in fostering peace and consolidating the cease fire on the line of contact and borders This is a tangible case where further involvement of the Organization can make a real difference on the ground including through the establishment of an investigative mechanism on the cease fire violations a Confidence and security building measure which has long been on the table proposed and thoroughly supported by the international community In their statement of September 28th the co chairs once again reiterated this proposal The political solutions should decide and guide the design and possible deployment of the peacekeeping operations It has been stated by the Minsk Group Co chairs on numerous occasions including on the level of the presidents of the Co chair countries that international security guarantees would include a peacekeeping operation as one of the elements of the Basic Principles of the Nagorno Karabakh conflict settlement It is aimed at separation of armed forces and keeping peace once the political resolution to the conflict is reached No other mandate or component including the one related to the

    adopted by the CORLEAP in Riga reaffirm the significant role of local democracy and citizens participation in pursuing the goals and objectives of the Eastern Partnership Government of Armenia attaches great importance to further developing cooperation and dialogue between the local and regional authorities of the European Union and the Eastern Partnership countries through sharing best practices and reform strategies We consider the European Framework Convention on Cross border Cooperation as an important instrument in this regard We view the cooperation at the local and regional levels the cross border co operation in particular as an indispensable way for bridging communities and societies of neighboring countries and promoting regional stability and sustainable development Learning from the European experience we have viewed the cooperation between the local authorities in our region as a significant confidence building tool However neighboring Azerbaijan in violation of the relevant comittments and cotradicting the spirit of regional cooperation has always rejected any kind of cooperation including cross border and people to people contacts On the other side of the state border the continuing blockade of Armenia imposed by Turkey keeps hampering the regional cooperation for decades However we have also positive experiences to share Since 2009 the regions of Armenia and Georgia have been actively cooperating within the EuroCaucasus Euroregion project The latter is aimed at fostering the regional development and cross border cooperation and enables the local authorities to address together general regional economic and social challenges to the benefit of the local population We also value cooperation with the Congress of Local and Regional Authorities of the Council of Europe in enhancing and strengthening local democracy in Armenia In 2014 the Congress issued its report on local democracy in Armenia The Government of Armenia has engaged in post monitoring process with the Congress with

    security community free of genocides wars conflicts and dividing lines It is impossible to underestimate the importance of the Helsinki Final Act in the implementation of this objectives Its signature has been crucial in post war Europe both in defining relations and cooperations between countries of the region and considerably influencing the future development of the international relations as a whole The conference convened in Helsinki in 1975 was different from the other major international events of the 20th century history of Europe because it did not bring together the winners and defeated nations for drafting the new postwar world order but heads of states and nations with the goal to contribute to peace security justice and cooperation in Europe as stated in the preamble of the Final Act Although the Helsinki conference did not put an end to wars it importantly proposed a new model of Pan European peace which is anchored on cooperation of the participants states and security on the one hand and the protection of human rights on the other Armenia honors its OSCE commitments and is an active participating state Close cooperation has evolved with the OSCE structures including the Office in Yerevan which is the only fully fledged office of the OSCE in the South Caucasus which in itself speaks of Armenia s attitude towards international cooperation and other regional realities In 1975 the Helsinki final act was signed by 35 countries It is now an organisation of 57 participating states The significant growth of the OSCE family is driven by the implementation of the principals of the Helsinki Final Act in particular the right of peoples to self determination The unequivocal implementation of the norms set forth by the Helsinki Final Act 40 years ago which we have inherited is one of the
