  • Speech by the Foreign Minister of the Republic of Armenia at the Chatham House - Speeches - Ministry of Foreign Affairs of the Republic of Armenia
    the First during the Mass in St Peter s Cathedral this April Concealing or denying evil is like allowing a wound to keep bleeding without bandaging it Lack of proper recognition of genocides perpetuates the occurrence of new ones The irreversible process of the international recognition of the Armenian Genocide continues on different levels and dimensions Not only have a number of countries reaffirmed its recognition but they also have been joined by new states Since late 2014 the Parliaments of Bolivia Austria Luxemburg Chile Brazil adopted special resolutions They were joined by the European Parliament the Latin American Parliament the Parliamentary Assembly of the Council of Europe and others I would specially like to underline the courageous statement of the President of the Federal Republic of Germany in which he not only paid tribute to the innocent victims massacred in the Ottoman Empire but also spoke of Germany s part of responsibility in that crime High level delegations from more than 60 countries joined the Armenian nation on the commemoration day in Yerevan as a sign of compassion for this tragedy of not only a single nation but the humanity as a whole It was another missed opportunity for the Turkish leadership which was invited to participate in this commemoration In Ankara I personally passed the written message from the President of Armenia inviting his Turkish counterpart to Yerevan on this occasion It was not only a missed opportunity but on the same day the Turkish leadership organized the commemoration of the battle of Gallipoli making apparently a failed attempt to divert international attention from the Centenary of the Armenian Genocide Ladies and gentlemen The problems that our region the South Caucasus is facing may seem less visible to many observers from various parts of the world but this should not mislead anyone This region has for a long time been a place of geopolitical rivalry marked by lingering wounds The resolution of the conflict between Azerbaijan and Nagorno Karabakh is one of the main priorities of our foreign policy A couple of months ago there was an excellent opportunity here at the Chatham House to get first hand insights on this issue directly from the President of Nagorno Karabakh Needless to say that the views and approaches of Nagorno Karabakh are essential in the conflict resolution Armenia continues to make efforts together with the mediators the OSCE Minsk Group Co Chair countries United States Russia and France to reach an exclusively peaceful solution to this conflict The Co Chairs have a common approach on the fundamental principles of the Nagorno Karabakh conflict settlement This is a rare example in the current turmoil in the international relations when those countries adhere to the same approach We forthrightly stand by the position of the international community that negotiations compromises and preparation of our societies to peace have no alternative for the conflict resolution The Co Chair countries have outlined their proposals on numerous occasions most notably in five statements of

    civilizations eliminated unrooted cultures from their cradles In the 21st century the atrocities against cultural heritage in different regions of the world such as for instance the destruction of the Buddha statues in Afghanistan in 2001 Armenian cross stones in Nakhijevan by the Azerbaijani army the devastation of 2000 year old monuments in the Syrian city of Palmyra several weeks ago are evidences that manifestations of religious and national hatred are equally directed against cultural values Nowadays in the Middle East thousands of years old cultural monuments are at risk The intolerance against values of another civilization the damage destruction of cultural or religious heritage should be resolutely condemned by the international community Following with great concern the situation in Iraq and Syria we express our support to the UNESCO initiative Join for heritage We are hopeful that international community through UNESCO can play an essential role in the development of such effective mechanisms through the help of which it would be possible to prevent future acts of cultural vandalism This year we mark the Armenian Genocide Centennial The first Genocide of the 20th century began with the arrest and murder of Armenian intellectuals and cultural figures The purpose of the Armenian Genocide was not only the physical extermination of the Armenian nation but also the destruction of our millennia old and worldwide respected cultural potential Therefore within the framework of the events dedicated to the Armenian Genocide Centennial we also pay tribute to the massive heritage that we lost in the result of the genocide It is unfortunate that during the Centennial we witnessed the destruction of Saint Martyrs Armenian Church in the Syrian city of Deir ez Zor by terrorists which housed the remains of many victims of the Armenian Genocide At the same time this is an evidence of the symbolic connection between the crimes against humanity in the past and in the present As 100 years ago nowadays the forces of hatred and intolerance direct the first shock towards the cultural heritage for the achievement of their goals in as much as culture is a bridging circle between generations Being the first Christian state in the world and located at the crossroad of cultures and religions Armenia for centuries has had a unique opportunity of interaction with different civilizations This inter civilizational interaction was fruitful for our culture and enriched other cultures as well One of the important achievements of such millennia old interconnectedness is the cherished respect by Armenian people towards other cultures religions and traditions the examples of evidence of which particularly are the reconstructed Persian Blue mosque from 1776 located at the centre of Yerevan the old Jewish cemetery of 13th Century near Yeghegis town and many other examples Cultural heritage created during centuries is a big treasure for those countries where they are located Interlinking the history of different peoples it paves the way for the development of cooperation tourism and stable development Since 2009 the Roads of Culture and Tourism for

    EU partners to shape the scope of a legal framework which will reflect the contents of our past negotiations while taking into account our obligations in other integration formats In mid March the Armenian and EU teams concluded the consultations on the scope of future legal basis and it is our understanding that based on that the EU Member States will endorse the mandate soon so we can smoothly launch the negotiations In parallel to the regular meetings of the EU Armenia institutional setup Armenia continues its active participation in platforms and more than a dozen working groups of the multilateral dimension of the Eastern Partnership We view this as an important and useful framework for sharing best practices and promoting enhanced cooperation and we welcome all initiatives that strengthen inclusive cooperation and aim at building genuine partnerships between different actors through engagement of multiple stakeholders Dear friends Visa liberalization is a mutually shared objective and it should be duly reflected in the renewed European Neighbourhood Policy We have a solid basis for launching the next phase in our cooperation towards the promotion of mobility and people to people contacts The Mobility Partnership is in place since 2011 and there are several projects being implemented under its umbrella The EU Armenia Visa Facilitation and Readmission Agreements entered into force in January 2014 providing for the facilitated issuance of visas and orderly readmission procedures for the Armenian citizens Since January 2013 the Government of Armenia abolished the visa requirement for the EU citizens This April the Armenia EU Joint Committees on the Visa Facilitation and Readmission agreements successfully were held in Brussels We expect that dialogue for visa liberalization is launched as soon as possible which will undoubtedly have a positive impact on stimulating national reforms in many related areas Therefore we hope that the Commission and the Member States will unequivocally support the launching of the Visa Dialogue with Armenia Dear colleagues Armenia well recognizes the importance of inclusive cooperation in different formats We hold the view that it is possible to make best use of various integration frameworks employing more visionary approach Since our joining the Eurasian Economic Union and even before we have been advocating for a pragmatic rationale that builds on opportunities provided by different integration formats while avoiding undue creation of new dividing lines in the larger neighbourhood We want to make best use of our participation in the Eurasian Economic Union and at the same time generate greater synergy with the European Union Dear friends The European Neighbourhood Policy has played a substantial role in promoting and deepening the cooperation between Armenia and the EU We highly appreciate the EU s continued support and assistance provided within the ENP to our country over the years which has been instrumental for the effective implementation and sustainability of the reform process and institutional capacity building in Armenia We are taking continuous steps towards strengthening democracy fundamental freedoms and protection of human rights In this context I would

    member of the Collective Security Treaty Organization we at the same time are a trusted partner for NATO We are also in favor of the development of maximally multidimensional cooperation between different defense security structures as we are convinced that a higher and envisageable level of security can be provided only through dialogue cooperation armaments control confidence building formation of unified and unbreakable area of security without dividing lines It refers to our region South Caucasus too which needs the rooting of perception of the importance of common Security area Under this perception one sided uncompromising positions in the processes of conflict resolution closed borders and other such kind of approaches would be meaningless and not worthy to our era Ladies and Gentlemen Today the attention of the international community is focused on finding ways of settlement of the Ukrainian Crisis Armenia and Ukraine are connected not only with centuries old friendship but also through thousands of Armenians living in Ukraine Armenia has welcomed the results of the Minsk Summit and adoption of the joint declaration of the Presidents of Russia Ukraine and France and German Chancellor as well as the document on implementation of the Minsk Summit agreements signed by the Contact Group We are full of hope that the implementation of those agreements will pave the way for comprehensive settlement of the crisis Ladies and Gentlemen Peaceful resolution of the conflicts has a primary importance At the same time it should be taken into account that any conflict has its own peculiarities and it is impossible to apply one general formula for their resolution The efforts towards the settlement of conflicts should be held in the frameworks of special negotiation formats and we should refrain from steps that could hinder these negotiation processes The OSCE Minsk Group Co Chairmanship is the format which has the international mandate for the settlement of Nagorno Karabakh conflict and it is important to support not only formally but also practically the efforts of the Co Chairs aimed at the peaceful settlement of the conflict Armenia highly appreciates the support of NATO to the mediation mission of the OSCE Minsk Group Co Chairs aimed at the exclusively peaceful negotiable settlement of the Karabakh conflict However we find it unacceptable that there are some formulations in some NATO documents in contradiction with this approach which is a result as President Sargsyan mentioned during the Wales Summit of the lobbying of one of the member states wishing to save the face of our neighbour tyrant vis a vis his own people I would like to once again underline that this is a serious impediment on the way to conflict resolution Ladies and gentlemen Regarding the current stage of the NK conflict we should mention that Baku continues to contradict the Minsk Group Co Chairs and exerts its best efforts to fail the peaceful negotiations It rejects the proposals of the Minsk Group Co Chairs concerning not only the basic principles for the peaceful settlement but

    of Azerbaijan However it does not hinder that President to state as if Armenia and Artsakh mentioned even in the works of Strabo Plutarch and other ancient sources are historic territories of Azerbaijan Azerbaijan failed to implement the core requirement of the resolution of the UN Security Council 1993 immediately cease all hostilities and during the last 22 years it has not implemented the demands of the same resolutions restoration of economic transport and energy links refrain from any action that will obstruct a peaceful solution of the problem However it does not hinder the President of Azerbaijan to require that his selective and distorted quotations from the resolutions were implemented within day if not hours Baku continuously threatens with war and initiates armed provocations against Armenia and Nagorno Karabakh However it does not hinder the Azerbaijani leader to claim that Armenian sides do not seek peace Azerbaijan pursuing a policy of state terror committed Armenian massacres and ethnic cleansing throughout the country including capital Baku which used to have 250 thousand Armenian population However it once again does not prevent the President of Azerbaijan from accusing the Armenian sides of terrorism Azerbaijan has been barbarically destroying Armenian historical monuments suffice it to mention the elimination of the medieval cross stones of Nakhichevan as well as all the historical and cultural traces of the Armenian existence in the territories of the Nagorno Karabakh Republic occupied by Azerbaijan Nevertheless it does not prevent the leader of Azerbaijan from claiming that his country is a cradle of mutliculturalism and tolerance Despite the requirements of the UN Charter Azerbaijan opposes territorial integrity to the implementation of the right of the people of Nagorno Karabakh to self determination which however does not hinder President Aliyev to state that international law allegedly supports their desiderations

    It is ridiculous and immoral that appearing in Turkey after the terroristic acts in Paris the President of Azerbaijan tries to make accusations against Armenia It is a failed attempt to distract the attention of the international community from the traditionally direct connections between Azerbaijan and various terrorist organizations I would like to outline only a couple of well known facts of many During the aggression against the self determined Nagorno Karabakh Republic Azerbaijan involved hundreds of fighters under the command of notorious terrorist Shamil Basayev as well as over three thousand mercenaries from Afghanistan including the ones under the command of another notorious terrorist Khatab International reports recorded the fact that since 1995 the representation of Al Qaeda terrorist group has been actively functioning in Baku After the bombing of the American Embassy in Nairobi in 1998 the American special agencies registered 60 phone calls of Osama bin Laden to Baku In its statement of November 25 2002 the UN Security Council stressed the existence of organizations linked to Al Qaeda in Azerbaijan In their reports the US Congress and State Department stated that Azerbaijan serves as a supply and transit stronghold for international terrorist organizations Hundreds of Azerbaijani citizens are actively involved in the activities of groups committing terrorist acts in Syria and Iraq including the Islamic State terrorist network which claimed responsibility for the hideous acts of terrorism in Paris What could be expected from the leader of a country which glorifies lunatic murderers and considers a whole nation the number one enemy of his country Related pictures Full album Share Travel to Armenia About Armenia Diplomatic Missions of Armenia Diplomatic Missions in Armenia Study in Armenia Doing business in Armenia Invest in Armenia Links Ministry MFA Diplomatic Missions of Armenia Consular service Protocol affairs Foreign representations

    Azerbaijan to agree to the creation of the mechanism of investigation of cease fire violations Baku escalates the situation during each visit of the Co chairs to the region The Azerbaijani provocations aim at undermining the negotiation process and questioning the necessity of the mediation efforts It is noteworthy that in their statement made as a follow up to the regional visit the Minsk Group Co chairs characterized the provocation as well as an attempt to undermine the peace efforts It is not a coincidence that just on the next day of the provocation the President of Azerbaijan came up with new threats and criticized the Co chairs Chairman Ed Royce and Ranking Democrat Eliot Engel of the U S House of Representatives Foreign Affairs Committee joined by 83 Congressmen addressed an open letter to the U S Co chairman of the Minsk Group The Congressmen rightly pointed out that artificial evenhandedness of generic calls on refraining from the use of force made to all parties to the conflict after each violation of the cease fire regime cannot reduce the tensions On the contrary up to now they have contributed to the dangerous escalation of the situation We hope that the US Co chairman will not only follow the just appeals of the US Congressmen but also together with other Co chairmen of the Minsk Group will make tangible efforts to fulfill their own proposal on the establishment of the mechanism for investigation of the cease fire violations which will make it meaningless to make unaddressed calls Baku continuously rejects the proposal of the Co chairmen on the creation of the mechanism of investigation of the cease fire violations hence obviously the whole responsibility for the consequences falls on Azerbaijan Share Travel to Armenia About Armenia Diplomatic Missions of Armenia
