    army outrages women of Parandzem group in Artsakh s village of Haterk Martakert captured 43 soldiers with their armament including armored vehicles and kept them hostage for five days September 2 1991 Karabakh s and Shahumyan s councils declared Nagorno Karabakh Republic creation at their joint session September 13 1991 Armenian troops launched counter offensive in Shahumyan province and ridded three villages Erkez Byuzlukh and Manashid of enemies September 21 1991 Armenia conducted an independence referendum Over 99 of the country s population cast their votes for independence September 23 1991 Armenian Parliament grounding on the referendum results declared Armenia s independence October 16 1991 Presidential elections were held in Armenia Levon Ter Petrosyan became the first president October 17 1991 Azerbaijanis launched air strikes on Nagorno Karabakh city of Martuni and surrounding areas October 30 1991 Artsakh s newly created armed forces headed by Arkady Ter Tadevosyan liberated the foes stronghold Yal village in Hadrut province November 20 1991 MI 8 military helicopter crashed en route from Aghdam to Martuni Russian Kazakh and Azerbaijani 21 troops and civilian high ranking officials were killed in the crash November 26 1991 Azerbaijan s Supreme Council voided Nagorno Karabakh Republic declaration This decision escalated tension December 4 1991 Armenian President Levon Ter Petrosyan signed the law on government composition Under this law Defense Ministry was established along with other ministries December 10 1991 Nagorno Karabakh Republic held an independence referendum More than 99 of the republic s population supported independence at the referendum December 10 1991 Tigran the Great unit s 13 member group crushed 450 soldier garrison in Shahumyan province s Todan village December 21 1991 Soviet army s remaining units withdrew from Nagorno Karabakh Republic s territory January 6 1992 Nagorno Karabakh Republic s Supreme Council taking into account the results of the independence referendum declared the republic an independent state January 11 1992 Nagorno Karabakh armed forces took two Azerbaijani strongholds Malibeyli and Ghushchilar by launching counter offensive January 20 1992 After two day battles Jan 20 21 Artsakh s forces liberated Stepanakert s Krkzhan suburb Jnauary 26 1992 Azerbaijani troops suffered defeat near Karitak village 1km far from Shushi after 12 hour bloody combat January 28 1992 The first unit 1st Paratrooper Regiment of Armenian army was formed 1st paratrooper brigade was formed on September 14 1992 and 1 artillery brigade on March 26 1993 The unite was deployed in Ararat Vayk border area The unit took part in battles for Martakert and Kelbajar in 1994 Its death toll was 61 between 1992 and 1994 January 28 1992 Armenian Defense Ministry was established in the country on Supreme Council Chairman s order Vazgen Sargsyan was appointed to the post of defense minister Later the defense ministerial seat was handed over to Vazgen Manukyan Vagharshak Harutyunyan Serge Sargsyan Mikayel Harutyunyan Seyran Ohanyan February 16 1992 Azerbaijani Grad and Uragan reactive stations launched rockets against Stepanakert Armenians sustained heavy losses and material damage February 26 1992 Nagorno Karabakh armed forces

    centralized coordination However later after declaration of independence they developed into Armenian national army units Volunteers groups later replaced with regular army have brilliantly fulfilled their objectives A part of them Movses Gorgisyan Tatul Krpetyan Jivan Abrahamyan and many others perished in battles Those who have survived joined newly formed national army in 1992 and fought against the enemy along with it and won our first military victory Unfortunately very expensive cost was paid for the victory many of them lost their lives in the fighting Armenia s independence declaration in 1990 laid legal and practical ground for forming national army In September 1990 Yerevan Special Regiment was formed Five units were created in Ararat Goris Vardenis Ijevan and Meghri In 1991 State Defense Committee was established on Armenian government order BY that time a similar committee had been already operation in Nagorno Karabakh Republic The committee creation made it easier Armenia Artsakh and Shahumyan defense coordination and laid necessary ground for instituting foreign ministry On December 5 1991 Armenian president appointed Vazgen Sargsyan the chairman of State Defense Committee and volunteers favorite commander to the post of defense minister On January 28 1992 the government made a landmark decision on Armenian Defense Ministry which laid legal ground for Armenian national army foundation Interior Ministry s militia commandant regiment special regiment civil defense regiment commissariat were handed over to the Defense Ministry A little later the Defense Ministry s staff was formed with headquarters and units In May 1992 the ministry announced the first conscription to the national army The Armenian army formation s second stage started from that very call up The second stage s objectives differed from those of the previous stage though were as complicated as they In 1992 the republic leadership headed by President Levon Ter Petrosyan made a wise and forward looking decision to take over Armenia s part of soviet army on contractual base not through seizure This decision prevented the armament from getting to the hands of individuals or some groups That is why the equipment was not so much but it was in order not dilapidated Besides thanks to the decision a part of Russian troops remained in Armenia gradually developing into military base and later became an important component our national security Armenian army lived two lives in that period The process of the army formation was under way At the same time the newly created army units were in de facto state of war against a neighbor Along with pursuing all for frontline policy the republic authorities keep their focus also on building institutions In addition to armament fuel rations and uniforms supply problems the army also faced the problem of the lack of high qualified junior senior and chief officers To ease that difficult situation the Defense Ministry launched a vigorous campaign aimed at including the officers who once served in former soviet army in Armenian armed forces It is remarkable that numerous Armenian officers followed the ministry s

    the ARM Armed Forces productive realization of defence reforms as well as the assurance of national and international security by broadening cooperation capabilities with the armed forces of ally and partner countries COOPERATION WITHIN THE FRAMEWORK OF CSTO Armenia is a founding member of the Collective Security Treaty Organisation CSTO The membership of the CSTO and the military military political and military technical cooperation within its framework are observed by the Government of Armenia as one of the principal directions of international cooperation for provision of the military security of Armenia This is why the ARM MoD is being actively integrated into almost every military component of the CSTO The exercises which are being conducted by the Collective Rapid Reaction Forces are one of the most important activities on a yearly basis within the CSTO framework The participation of the units of the ARM Armed Forces gives the opportunity to raise the level of cooperation with international forces as well as to improve the military art of the latter COOPERATION WITHIN THE FRAMEWORK OF CIS Since the disintegration of the USSR the CIS mostly has served as an active plateau for the preservation and development of political economic military etc ties for the former Soviet states Since the first half of 1990s the ARM MoD has conducted bilateral as well as multilateral cooperations with the particular organizations using opportunities for integration given by the CIS Currently the ARM MoD actively participates in the council of defence ministers of the CIS member states as well as in its expert committees and other units The minister of defence of the Republic of Armenia and the authorities of the ARM AF units always participate in the council of defence ministers CDM of the CIS as well as other corresponding committee sessions The dynamics of the conducted cooperation within the framework of CIS is correlated with the reforms being carried out inside this institution Armenia welcomes the initiative of the reforms taken place in the institutions of the CIS and actively participates in that process along with its proposals NATO ARMENIA COOPERATION Because Armenia has adopted a European way of development and NATO is the main body of the European security assurance Armenia NATO relationship has a very important role in the Armenian security assurance system And it is natural that the military relationship with NATO is developing parallel to the development of integration processes in other areas The natural and non forced nature of this relationship creates a favorable basis which provides them with a sincere and effective development Armenia is interested in continuous development of cooperation with NATO The aim of this cooperation is to use European experience in the development process of our Armed Forces to create cooperation mechanisms with NATO structures and member countries which will give us the opportunity in some areas to realize the highest level of cooperation with NATO The cooperation with NATO is realized within the framework of the NATO Partnership for Peace project through IPAP
