    of the Caucasus On December 5 2012 REC Caucasus launched a two day closure conference on its EU funded project Fostering Community Forestry Policy and Practice in Mountain Regions of the Caucasus at Sheraton Metechi Palace Tbilisi Georgia The conference participants included 50 people representatives of governmental and non governmental organizations national project implementing teams other forestry related key national and regional stakeholders as well as international organizations and donors The regional conference aimed to outline current needs and interests of the stakeholders from the project countries provide the representatives of international organizations and donors with project results main outcomes best practices and lessons learned as well as exchange experience on Community Forest Management sustainable forest management and biodiversity protection in the South Caucasus countries The main objective of the conference was to provide final results and achievements of the project including awareness raising activities legal and policy recommendations on community forestry capacity building trainings development of Community Forest Management Plans and packages of relevant recommendations to existing national legislation and implemented reforestation afforestation activities Outputs and Recommendations During the final part of the conference the FCFPP stakeholders discussed the project s successes together with the recommendations for its further development Some of the raised issues can be found below 1 Successfully created landscape restoration and reforestation activities together with employment opportunities with the certain income sources for the local communities in mountainous regions of South Caucasus 2 The importance and effectiveness of on job trainings was stressed whereupon the local communities adopted fresh skills on landscape and forest restoration activities 3 The exchange of knowledge and experience between experts and local communities was emphasized as a great success story as it deepened the understanding between the two parties 4 The increase in capacities and knowledge among local communities local

    efficiency and utilization of the renewable energy in the Caucasus Energy sector development Background After collapse of the Soviet Union countries of the Caucasus region faced similar problems in energy sector Governments were not able to provide effective economic support to energy sector which was widely characterized by application of old technologies poor system of management and weak legal basis After gaining independence due to availability of different energy resources both indigenous and imported such as hydrocarbons in Azerbaijan hydro energy in Georgia nuclear energy in Armenia and economic stabilization majority of countries have ratified their own strategies on the development of fuel and energy sector Review of Energy Efficiency Situation in Azerbaijan Resolution of the Parliament of Georgia On Main Directions of the State Energy Policy of Georgia Between mid 1990 and mid 2000 these countries have ratified the United Nations Framework Convention on Climate Change UNFCCC and the Kyoto Protocol and also appointed Designated National Authorities DNA for the Clean Development Mechanism CDM of the Kyoto Protocol Countries have prepared Initial and Second National Communications to the UNFCCC Therefore countries climate change policies are formulated within the framework of the UNFCCC and the Kyoto Protocol Basis for long term energy policy is created through national strategies on Renewable Energy and Energy Efficiency and energy saving State Programme on the Use of Alternative and Renewable Energy Sources of Azerbaijan Strategy for Development of the Energy Sector within the Context of the Economic Development of the Republic of Armenia Resolution of the Parliament of Georgia On Main Directions of the State Energy Policy of Georgia which define the ways for creating efficient and sustainable energy sector Renewable energy strategies National Program for Energy Saving and Renewable Energy of Armenia State Program Renewable Energy 2008 of Georgia provide assessment of the energy saving potential in power heat and gas supply systems in the industrial production transportation housing and public sectors and assessment of the potential for renewable energy and measures for effective exploitation of the energy saving potential see also National communications to the UNFCCC The main sources of CO2 emissions in those countries were and remain the transport energy and industrial sectors CO2 emissions in the energy sector come from the fuel combustion There is a high potential for development of the Renewable Energy RE in Caucasus countries hydropower including small hydropower geothermal energy solar energy wind energy in Georgia hydropower wind energy in Armenia Azerbaijan also has high potential for alternative energy generation The annual potential of wind and small hydropower were estimated at 5 billion kWh In spite of high potential of Renewable Energy RE the utilization of which would greatly contribute to the increase of level of the National energy security through the diversification of the energy sources and also to the achieving the Millennium Development Goals existence of the targeted energy strategies and improved legal and regulatory frameworks for Independent Power Producers IPP since the Independence the level of the renewable energy in total energy balance

    Inspection agency has initiated and launched the fifth round of professional trainings for environmental inspectors on June 22 23 2012 The project Establishing a structured approach towards training of environmental Inspectors in Armenia funded by Norwegian Ministry of Foreign Affairs is focused on introduction of a structured approach towards trainings for the employees of the State Environmental Inspectorates of Armenia by conducting training needs assessments developing multi year training programs and implementing series of professional trainings Advisor to the Minister of Nature Protection Mr Samvel Amirkhanyan and REC Caucasus Regional Director Ms Nune Harutyunyan officially opened sessions of professional trainings Opening remarks were also given by the deputy Head of State Environmental Inspectorate of RA Ministry of Nature Protection Mr Kamalyan and RECC Board member Ms Dshkhuhi Sahakyan who presented the mission of the project stressed out an importance of the goal of trainings and the project relevance to the SEI s current needs and requirements Fifth round of professional training sessions accompanied with group works on case studies and interactive discussions contributed in transferring professional knowledge and skills to environmental inspectors and creation of structured approach towards trainings for employees of the SEI The project also helped to enhance capacity and capabilities of SEI inspectors which will open new opportunities for inspectors in their further performance The program was completed successfully by SEI and RECC Armenia BO which assisted environmental inspectors in full understanding of the incentive framework for various sectors to comply with environmental requirements better performance as requires SEI regulatory system while conducting environmental inspection and applying knowledge and capacities acquired during the trainings sessions understanding the economics of enforcement and developing compliance assurance strategies The institutional capacity of the Inspectorate particularly of its regional agencies is increased Program of measurements encompassing new innovative methodologies contributed to improvement of SEI s performance Recommendations raised by environmental inspectors were targeting project continuity namely conduction of regional trainings exchange of experience at international level and other project related components as well as essentials key factors to create stable knowledge based background to expand the scope of international cooperation opportunities improve the region wide dialogue between environmental inspectors across the Caucasus REC Caucasus Armenia launched Fifth Round of professional training sessions REC Caucasus Armenia BO in close co operation with Ministry of Nature Protection of Armenia and State Environmental Inspection agency has initiated and launched the fifth round of professional trainings for environmental inspectors on June 22 23 2012 The project Establishing a structured approach towards training of environmental Inspectors in Armenia funded by Norwegian Ministry of Foreign Affairs is focused on introduction of a structured approach towards trainings for the employees of the State Environmental Inspectorates of Armenia by conducting training needs assessments developing multi year training programs and implementing series of professional trainings Advisor to the Minister of Nature Protection Mr Samvel Amirkhanyan and REC Caucasus Regional Director Ms Nune Harutyunyan officially opened sessions of professional trainings Opening remarks were also given by the deputy Head of State

    Fostering Community Forest Policy and Practice in Mountain Regions of the South Caucasus and Eurasia Foundation funded project on Introduction of Sustainable use of Natural Resources in Local Communities and Increase their Preparedness against Natural Disasters The trip was attended by the Deputy Executive Director of REC Caucasus Ms Nune Harutyunyan Project Team Leader Mr Paata Torchinava Project Expert Mr Nikoloz Burduli representatives of EU Delegation to Georgia Mr Michel Jambou Program Manager and Mr Tihomir Georgiev Head of Finance and Contracts Section and Mr Tengiz Metreveli representative of NERGEBI LTD responsible for implemeting landscape forest restoration activities in three villages of Ghebi Glola and Chiora Eurasia Foundation was presented by Ms Leila Bagaeva and Nino Sutidze The overall goal of the visit was to make concluding assessment of pilot reforested areas where reforestation activities are being finalized RECC team in cooperation with EU conducted monitoring and met with representatives of local government and communities including a meeting with representatives of local units of forest agency at Oni municipality during the first day of the visit RECC team made presentation of the work and results of the project Publications printed within the projects including National Guidelines Community Forest Management Plans as well as a Map of Distribution of Natural Geological processes and areas of Ecosystems restoration for the villages Ghebi Chiora and Glola of the Oni Municipality were distributed to respective community representatives and local stakeholders Visits to forest restoration areas took place during the second day including in the villages of Gebi Glora and Chiora with the scheduled meeting with Mr Alexandre Kvatadze Deputy Governor of Racha Region in Administration building of Racha Government The trip was finalized with certificate awards of the most active members of community who supported landscape restoration afforestation activities in Racha As a result after natural restoration activities 2 species of trees were planted including lime tree and maple Within both projects natural restoration of overall 66 ha territory was supported as well as 3 3 ha area totally reforested After conducting on field monitoring visitors assessed the project implementation and outcomes as very fruitful and praised local communities for their active contribution On 6 7 June 2012 REC Caucasus team organized field visit in the framework of EU funded project Fostering Community Forest Policy and Practice in Mountain Regions of the South Caucasus and Eurasia Foundation funded project on Introduction of Sustainable use of Natural Resources in Local Communities and Increase their Preparedness against Natural Disasters The trip was attended by the Deputy Executive Director of REC Caucasus Ms Nune Harutyunyan Project Team Leader Mr Paata Torchinava Project Expert Mr Nikoloz Burduli representatives of EU Delegation to Georgia Mr Michel Jambou Contractor Agent and Mr Tihomir Georgiev Head of Finance and Contracts Section and Mr Tengiz Metreveli representative of NERGEBI LTD responsible for implemeting landscape forest restoration activities in three villages of Ghebi Glola and Chiora Eurasia Foundation was presented by Ms Leila Bagaeva and Nino Sutidze The overall goal of the visit
